This approach is maintained consistently from the early programming stages through the final construction phase.

Objective & Scope

This document outlines the standardized procedures, methods, and formats for preparing cost estimates and related analyses. It applies where services share common requirements; however, when differences occur, the guidelines of the relevant design agency should be used. The document covers all stages of cost estimating, from initial design to adjustments made during construction. UFC 3-730-01 – Programming Cost Estimates for Military Construction is referenced for specific guidance during early planning and budgeting phases. The term “construction” is inclusive of a variety of tasks such as dredging, excavation, and the repair or alteration of buildings and structures. For clarity, cost engineers are defined as qualified professionals, whether directly employed by the Government or contracted, who are responsible for preparing or reviewing cost estimates.

Applicability

The UFC applies to Military Construction (MILCON) and Military Operations and Maintenance (O&M) projects, with “construction” broadly covering the building, repair, or alteration of real property—ranging from excavation to painting.
